(one)  If an offense stated in subsection (b) is referred to your county company, delinquency proceedings underneath this chapter may not be commenced promptly. (2)  If cure and social services are unsuccessful even though the dependency petition is pending, as evidenced by the kid's conduct, as well as the county company thinks that juvenile jus
